The project “Wise-plans: Co-operation between Communities
for Energy Action Plans” is proposed in the field of the
community programme “IEE – Intelligent Energy for Europe”,
a long term programme for promotion of sustainable development.

“Wise-plans: Co-operation between Communities for Energy Action Plans” is a project cofunded by the European Commission aimed at delivering Sustainable Energy Action Plans (SEAPs) for more effective use and management of energy resources in Communities of four countries: Wales, Italia, Swerige and España. Communities in northern, western and southern Europe cooperated for two years to develop the use of renewable energy technologies and to promote rational use of energy. The partnership included public-sector bodies representing a diverse range of local communities, some of which are in deprived urban areas; others are in rural and agricultural settings, and indeed two are in natural parks. The SEAPs aim is to reduce the emissions of carbon-dioxide by at least 5 per cent, through the implementation of actions taken by the four Communities Since the proposal of the Project, the intention was that energy action plans had to be agreed by the community’s civil society and had to be formally adopted by the local authorities that are involved in it. Each local community intended to persuade several Municipalities in the local area under study to adopt energy plans and programmes that derive from the developed SEAP and possibly replicate the actions proposed in it. Through the carrying out of the action (january 2006 – december 2007) the following results have been achieved: 1 - Elaboration and and adoption by local authorities of Sustainable Energy Action Plans, outlining the body responsible for each action, the economic resources required and the corresponding savings in greenhouse gases emissions. 2 - Development of a common methodology to analyse communities, find out opportunities for improvement and delivery Sustainable Energy Communities. Besides, on the basis of the common approach guidelines for other communities have been developed. 3 - Collaboration with stakeholders (Local Action Boards) have been initiated, confirming the crucial role of political and administrative officers on sustainable energy policies at local/regional level. 4 - Throughout the dissemination activities an increase of awareness and interest around the energy theme has been noticed.
